The Supreme Court recently noted that approximately 56 percent of vehicles in India are operating without valid insurance. The Court suggested implementing a rule to verify insurance coverage at the time of refueling and recommended considering a "No Insurance, No Fuel" policy. Consequently, the Ghaziabad district administration has issued a directive to petrol pump operators stating that, starting October 1, fuel will not be supplied to vehicles lacking a valid Pollution Under Control Certificate (PUCC).
The Commission for Air Quality Management had previously issued orders to curb pollution across several districts in the National Capital Region (NCR), including Ghaziabad. The Commission has now tasked the district administration with ensuring compliance with this directive starting October 1. Accordingly, all petrol pump operators have been ordered to withhold fuel from vehicles that do not possess a valid PUCC.
**Appeal to Motorists**
The administration has urged motorists to obtain a PUCC for their vehicles promptly to avoid any difficulties while refueling later. Officials stated that the "No PUCC, No Fuel" policy will be enforced at petrol pumps from October 1.
**PUCC Verification via Cameras**
Petrol pump operators have been instructed to install ANPR (Automatic Number Plate Recognition) cameras to verify vehicle PUCCs. This installation process is to be completed by the end of September. When a vehicle arrives at the petrol pump, the ANPR camera will scan the number plate to check the status of its PUCC. Vehicles without a valid PUCC will be denied fuel. In locations where cameras are not installed, sales personnel will manually verify the PUCC.
It is worth noting that a "No Helmet, No Fuel" policy is already in effect at petrol pumps across the country; preparations are now underway to implement the "No PUCC, No Fuel" policy. Meanwhile, the central government may soon introduce a 'No Insurance, No Fuel' policy.
