E20 Fuel Rules in India

E20 Petrol Controversy:  The ongoing controversy across the country regarding the addition of 20 percent ethanol to petrol has now reached the Supreme Court. While the central government is touting this policy as beneficial for the country, a large number of drivers are complaining about damage to their vehicles. Amidst this controversy, a public interest litigation has been filed in the Supreme Court, demanding that customers be given the right to know and choose the type of petrol they wish to fill.

The petition states that it is not opposed to the government's ethanol blending policy, but rather that consumer rights, transparency, and safety should be considered when implementing it. So, let's now explain whether the government can't fill your vehicle with E20 petrol without asking, and what the rules are regarding this.

Who has filed the petition?

This public interest litigation has been filed by advocate Narendra Mishra. The petition demands that every petrol pump should clearly state the percentage of ethanol mixed in petrol, both on the fuel dispensing nozzle and on the bill. The petitioner argues that selling ethanol-blended petrol, especially E20, without proper information violates consumer rights, as many older vehicles were not designed for this fuel. The petition also demands that owners of vehicles that may be adversely affected by high ethanol blends be given the option to purchase plain, or unblemished, petrol. The petition also clarifies that this petition does not oppose the government's environmentally friendly ethanol policy, but rather emphasizes transparency and consumer protection in its implementation.

Can E20 petrol be filled without asking?

Under the current system, E20 petrol is being offered as standard petrol at most petrol pumps across the country. Currently, there is no specific law requiring petrol pump operators to ask each customer whether they wish to purchase E20 petrol. However, the petition demands that consumers be clearly informed of the ethanol content in the fuel and that regular petrol options be made available for vehicles that may be affected.

Why is the government supporting the E20 policy?

The central government states that the ethanol blending program is an important step toward strengthening the country's energy security, reducing crude oil imports, reducing pollution, and increasing farmers' income. According to the government, India achieved the target of 20 percent ethanol blending ahead of schedule in April 2025. The government also states that prior to implementing E20 fuel, several rounds of technical investigations and trials were conducted with automobile companies, oil companies, and experts. This fuel has been deemed safe for modern E20-compliant vehicles.

What clarification did the government give on E20?

Recently, the government issued several FAQs to address questions about E20. According to the government, mileage may decrease by approximately three to five percent in some vehicles, depending on driving style, vehicle servicing, tire pressure, and other factors. The government claims that E20's higher octane rating provides benefits such as better combustion, smoother acceleration, and reduced pollution in modern engines.
