UP Cabinet clears 'Ek Janpad Ek Vyanjan', transfer policy, farmer compensation reforms

The Uttar Pradesh Cabinet, chaired by Chief Minister Yogi Adityanath, has approved a range of policy measures covering sectors such as local economy, governance, agriculture, and infrastructure. Among the key decisions is the launch of the ‘Ek Janpad Ek Vyanjan’ scheme, which aims to identify and promote traditional dishes from each district through branding, packaging, and marketing strategies. Officials stated that the initiative is designed to build on existing district-based promotion models and create opportunities for local food businesses, with financial support of up to 25% subsidy and a total allocation of ₹150 crore.


The cabinet also cleared a new transfer policy for the 2026–27 period, setting May 31, 2026, as the deadline for completing transfers. The policy outlines tenure limits for officials across categories and introduces provisions for merit-based online transfers, along with specific conditions for administrative approvals. Additional reforms include changes in public works tendering processes, with new systems aimed at improving transparency and quality control. Under the revised rules, bidders quoting significantly lower rates will be required to provide additional performance security and undergo evaluation of past work before selection.


In agriculture-related decisions, the cabinet approved an increase in compensation for farmers affected by high-tension power lines, raising payouts for land used under towers and transmission lines. Industrial development measures include plans to establish textile parks under the Sant Kabir Textile and Apparel Park initiative, with land from closed spinning mills being repurposed. Infrastructure projects, such as a road development plan in Lucknow, were also cleared to improve connectivity to industrial zones. Additional approvals covered environmental initiatives, higher education expansion, and fellowship programmes, reflecting a multi-sector approach in the cabinet’s latest set of decisions.
