यूरोपीय फुटबॉल अधिकारियों ने वीडियो असिस्टेंट रेफरी (VAR) के उपयोग पर एक नया निर्देश जारी किया है, जिसमें जोर दिया गया है कि यह तकनीक केवल “blatantly incorrect” फैसलों या साफ तौर पर छूटे हुए घटनाक्रमों में ही दखल दे।

यह कदम पिछले हफ्ते हुई एक अहम बैठक के बाद आया है, जिसमें सभी 55 राष्ट्रीय संघों के रेफरी प्रमुख और इंटरनेशनल फुटबॉल एसोसिएशन बोर्ड (Ifab) के प्रतिनिधि शामिल थे, जो खेल के नियमों के लिए जिम्मेदार निकाय है।

बैठक में बनी सहमति का मकसद रेफरींग को अधिक सरल बनाना और लंबे रिव्यू के असर को कम करना है।

एक Uefa बयान में कहा गया: “VAR must only intervene in situations of ‘clear and obvious’ error, i.e. when a referee decision is blatantly incorrect or when the referee has missed a clear incident. VAR is not meant to re-referee the game; it is an essential support to the referees, who must remain at the centre of all decision-making. Lengthy, microscoping reviews are often a symptom revealing that the decision on the field was not clearly and obviously incorrect, and should therefore be limited.”

VAR के अलावा, इस बैठक में खेल को फिर से शुरू करने की प्रक्रिया तेज करने वाले उपायों को लेकर भी “unanimous” समर्थन मिला, जिनमें substitutions के लिए समय-सीमा और goal kicks तथा throw-ins के लिए पांच सेकंड की countdown शामिल है।

“mistaken identity” प्रोटोकॉल को लेकर भी और स्पष्टता दी गई। लीगों और प्रतियोगिताओं को बताया गया है कि यह प्रोटोकॉल simulation के मामलों पर लागू नहीं किया जा सकता, जैसा कि World Cup में किया गया था, जब तक कि फाइनल्स में इसके उपयोग की व्यापक समीक्षा पूरी नहीं हो जाती।

Ifab की एक circular ने अधिकारियों को याद दिलाया है कि फिलहाल VARs केवल cautions की समीक्षा करके यह पहचान सकते हैं कि offence किस खिलाड़ी ने किया था, लेकिन offence को खुद रिव्यू या बदल नहीं सकते।

यह स्पष्टता World Cup में Switzerland के Breel Embolo से जुड़ी विवादास्पद घटना के बाद आई है। Argentina के खिलाफ दूसरी yellow card पर Embolo को sent off किया गया था, जब Leandro Paredes के लिए दी गई booking को रिव्यू के बाद पलट दिया गया, और बाद में अधिकारी ने पाया कि Embolo ने dive किया था।

Roberto Rosetti, Uefa के refereeing director और पिछले हफ्ते की बैठक के chair, ने इस समझौते के महत्व पर जोर दिया।

उन्होंने कहा: “The fact that all 55 national associations and Uefa have agreed on guidelines towards a more consistent approach to the application of the Laws of the Game marks a significant milestone. It will help improve the understanding of refereeing decisions among players, clubs, supporters and all stakeholders in the game. For the popularity of football, it is essential to remove all doubt from the game and ensure that the laws are applied with clarity.”

Uefa से यह भी उम्मीद नहीं है कि वह World Cup में देखे गए अन्य वैकल्पिक उपायों को अपनी प्रतियोगिताओं में अपनाएगा, जैसे विरोधी से बात करते समय अपना मुंह ढकने वाले खिलाड़ियों के लिए red cards, या corners पर VAR checks।
