Patna. Bihar government has taken an important decision towards making the Panchayat system more effective and balanced. The state government has decided to delimit the panchayat areas afresh. This process will be done on the basis of Census 2011, so that the structure of Panchayats can be adjusted according to the increasing population and changing administrative needs.

Why was this decision taken?

The population of many areas has changed rapidly in the last few years. At some places the population has increased and at some places new residential areas have developed. In such a situation, the population balance in many panchayats has deteriorated. Keeping this situation in mind, the government has decided to review the Panchayat boundaries and determine them afresh. Under this process, if necessary, the boundaries of Panchayats can be changed, new Panchayat areas can be formed or some areas can be reorganized.

What will be the benefit to the people?

After the new delimitation, representation in Panchayats is expected to be more balanced according to population. This will enable better implementation of development plans and will also facilitate administrative work. The government believes that when the size and population of Panchayats is balanced, then the benefits of education, health, drinking water, roads, sanitation and other basic facilities will reach the people in a more effective manner.

Administrative system will be strengthened

Reorganization of Panchayats will also make it easier for the local administration to administer and monitor the schemes. There is a possibility of better coordination between officials and public representatives, which can speed up the pace of development works. Apart from this, this step is also considered important in ensuring better utilization of resources and equitable distribution of schemes at the Panchayat level.

Local democracy will be strengthened

Delimitation of Panchayats according to population will strengthen local democracy. By getting representation of each area according to its population, people’s participation will increase and development works can get a new direction through Panchayats.

What will happen next now?

After the government’s decision, the concerned departments will start the process of delimitation. In this, the population, geographical location, administrative facilities and local needs of the Panchayat areas will be studied. Based on this, new limits will be decided and necessary administrative action will be taken.
