CBSE has announced the implementation of new rules for class 9 and 10 students under the National Education Policy 2020 (CBSE New Rule). According to the new provision, it will now be mandatory to be successful in the school-based internal assessment of the third language. If this is not done, students will not get the 10th pass certificate.
This rule will be applicable from the academic session 2027-28 and will affect those students who will take admission in class 9 in 2026-27 and class 10 in 2027-28.
To get 10th pass certificate, it is necessary to pass in third language CBSE New Rule
According to the CBSE circular issued on July 10, it will be mandatory for students studying in class 10 to clear the school-based internal assessment of the third language, called R3. If the student does not pass this assessment he will not be issued a pass certificate for the Secondary School Examination.
There will be no board exams, but internal assessment is necessary
There will be no separate board examination for the third language. Its evaluation will be done completely at the school level. If a student is not able to pass the internal assessment in the first attempt, the school will give him an opportunity for re-assessment before the final board result is declared. However, CBSE has not yet clarified what further procedure will be followed for the students who fail in the re-assessment.
Class 9 students will get another chance
Under the new rule, if a student is not successful in the internal assessment of third language in class 9 (CBSE New Rule), he will still be promoted to class 10. But he will have to pass his pending third language assessment during 10th class itself. Without this, 10th pass certificate will not be issued.
Three language rule has been implemented from class 6
CBSE has already decided to implement the three language policy in Class 6 from the academic session 2026-27. Under this, students will have to study three languages, out of which at least two Indian languages are mandatory.
The matter also reached the Supreme Court
A petition has also been filed in the Supreme Court regarding the decision to make the third language mandatory (CBSE New Rule). The central government has told the court that under the National Education Policy, the objective of this policy is to promote multilingualism, preserve Indian languages and strengthen the overall development of students. At present, the new rule of CBSE will be implemented from the scheduled academic session, while the hearing on the matter is going on in the court.
