New Delhi: Election Commission of India (ECI) It was announced on Sunday that the ‘enumeration phase’ under the third phase of the ‘Special In-depth Reform Process’ (SIR) has started in the states of Odisha, Mizoram, Sikkim and Manipur. An official said in a statement that the counting phase for Odisha, Mizoram, Sikkim and Manipur began on Saturday. The Commission clarified that all eligible voters whose enumeration applications are received by the ‘Electoral Registration Officer’ (ERO) on or before June 28, will be included in the ‘Draft Electoral Roll’.
Voters who are unable to submit their enumeration applications by June 28, can apply through ‘Form 6’ along with a declaration in the prescribed format, within the prescribed period for filing ‘Claims and Objections’. During the enumeration phase of SIR, ‘Booth Level Officers’ (BLOs) go door to door and distribute enumeration forms to all existing voters.
The Election Commission said voters can submit their duly filled application forms to BLOs or through online mode. To ensure maximum voter reach, BLOs will visit every house for distribution, collection and verification of applications.
During these door-to-door enumeration drives, BLOs carry with them at least 30 blank ‘Form 6’ and blank manifests; So that they can be made available to any person who wants to register as a new voter.
The Commission further noted that, to broaden the participation of political parties, it has allowed ‘Booth Level Agents’ (BLAs) of recognized political parties to collect up to 50 applications from the public per day and hand them over to BLOs before publication of the draft voter list. Recognized national and state level political parties may appoint additional BLAs to assist the BLOs in carrying out the SIR process smoothly and effectively. In exercise of its powers under Article 324 of the Constitution of India, Section 21 of the ‘Representation of the People Act, 1950’ and other applicable regulations, the Commission on 14 May ordered the implementation of the ‘Special Summary Reform’ (SSR) process in 16 states and 3 Union Territories (UTs).

The Commission explained that the main objective of SSR is to ensure that no eligible citizen is excluded from the electoral roll and no ineligible person is included in the electoral roll. Every person who is a citizen of India, who is not less than 18 years of age on the date of eligibility, and who has not been disqualified under any law shall be eligible for enrollment in the electoral roll.
The state of Odisha has 3.34 crore voters, 38,123 BLOs (Booth Level Officers) and 8,391 BLAs (Booth Level Agents) representing political parties. Mizoram has 8.75 lakh voters, 1,353 BLOs and 3,430 BLAs. The Election Commission (ECI) noted that Sikkim has 4.71 lakh voters, 572 BLOs and 681 BLAs.
The Election Commission further stated that Manipur has 20.92 lakh voters, 2,996 BLOs and 5,003 BLAs; Also, the commission has appealed to the voters to cooperate with the election officials during the house-to-house verification process.
