What is the 'Minimum Wage' Formula?
The formula for determining the 'Minimum Wage' is centered around the concept of a 'Family Unit.' Essentially, a 'Family Unit' refers to a hypothetical model family used by the government to determine the minimum income required for an employee to sustain their household. This unit typically comprises the employee, their spouse, and their children. Calculations for the minimum wage, fitment factor, and various other allowances are derived based on this specific estimation.
A Formula Decades in the Making
Unions and employee organizations point out that this formula was devised decades ago, during a time when household expenses were relatively limited. However, costs associated with rent, children's education, private healthcare, transportation, and daily necessities have since skyrocketed. Consequently, the current salary structure is no longer adequate to meet the actual needs of modern-day families.
Several employee organizations—including the All India NPS Employees Federation—have submitted memorandums to the 8th Pay Commission, demanding the establishment of a revised definition for the 'Family Unit.' They contend that merely increasing the Dearness Allowance (DA) does not provide sufficient relief to employees. If the government accedes to these demands and modifies the parameters defining the 'Family Unit,' it will have a direct and significant impact on the minimum basic salary, fitment factor, various allowances, and pensions. This could provide significant benefits to millions of central government employees. However, it is also likely to result in a substantial increase in the government's expenditure on salaries and pensions.
