The Delhi government has introduced a lottery-based system for assigning postings within the Goods and Services Tax (GST) Department, marking a shift from conventional allocation methods. The move was announced under the leadership of Chief Minister Rekha Gupta and is being positioned as an effort to bring greater transparency to administrative processes. Under the new system, a total of 87 GST officers were allotted their respective wards through a draw of lots. Officials confirmed that the exercise was conducted in a conference hall of the department and was carried out in the presence of senior leadership, including the Commissioner, Special Commissioner, Joint Commissioner, and Assistant Commissioner.
The allocation process was conducted publicly, with officers drawing their postings themselves. This approach replaces earlier methods where postings were often determined through internal recommendations or administrative discretion. Government representatives indicated that the lottery-based model is intended to standardize the allocation process and minimize subjective decision-making. By introducing a randomised system, authorities aim to reduce the scope for bias or preferential treatment in postings.
The initiative is part of a broader trend of administrative reforms being explored across departments to improve accountability and transparency in governance. While the long-term impact of the system on departmental efficiency and officer performance remains to be seen, officials noted that the process was designed to ensure equal opportunity in the assignment of roles. The development has drawn attention as an example of procedural change within a key revenue department, which plays a central role in tax collection and compliance.
