After the death of 7 people due to building collapse in Satya Niketan area of ​​Delhi, administrative agencies in the capital have come into action mode. After the accident, instructions have been given to Delhi Government, Lieutenant Governor and Municipal Corporation level to intensify the investigation campaign regarding the safety of buildings. MCD has instructed the Executive Engineers (Building) of all zones to inspect all the buildings falling under their respective jurisdiction. The officials have been asked to complete the investigation and submit the report by September 10. The objective of this campaign is to identify dilapidated and unsafe buildings and take necessary action in time. According to MCD, a comprehensive survey was conducted in Delhi earlier this year. During this period, a total of 27 lakh 84 thousand 286 buildings were surveyed. Of these, only 19 buildings were found dangerous.

Buildings will be inspected all over Delhi, MCD orders

According to officials, MCD has instructed the Executive Engineers (Building) of all zones to conduct a thorough inspection of the buildings falling under their jurisdiction. Officials will have to submit a detailed report by September 10. The information gathered during the investigation will be included in an affidavit. This affidavit will be filed by MCD in Delhi High Court within 10 days. According to the order, the concerned Additional Commissioner in each zone will monitor the entire process of investigation and report submission. Through this investigation, an attempt will be made to find out whether there are any buildings in any area whose condition is dilapidated or which can become a threat to the safety of the people.

Structural audit of buildings in PG areas will be done

At the same time, according to Lok Niwas, Delhi Lieutenant Governor Taranjit Singh Sandhu has given instructions to conduct structural audit of all buildings in PG areas within a week. Orders have been issued to the Chief Secretary in this regard. The LG also held a high level meeting with Chief Minister Rekha Gupta and senior officials of the government and MCD. In the meeting, after the Satya Niketan accident, the safety of the buildings and the condition of the students living in PG were discussed.

Administrative committees will contact students

According to Lok Niwas, committees of District Magistrate, Deputy Commissioner of Police and Deputy Commissioner of MCD will directly contact the students living in PG. These committees will take information from the students about their problems and understand the issues to their safety. Apart from this, a complete database of students staying in PG will be prepared. Its objective is to provide information about the number of students living in PG, their accommodation and arrangements to the administration.

Court sent two to judicial custody for 14 days

The police presented the three accused in Patiala House Court on Monday night. During the hearing, Justice Bhavya Kharal sent Urmila Gupta and Hariram Gupta to judicial custody for 14 days. Meanwhile, Mahesh Gupta has been sent to police custody for 2 days. The police are now also investigating the role of the building management and other people associated with it in the case. The focus of the investigation is to find out who were responsible for the construction, maintenance and operation of the PG running there. Police have also started searching for PG operators and labor contractors in connection with the accident. According to officials, the role of these people will be investigated and it will be found out whether safety standards were followed during the ongoing construction or other work in the building.

After the Satya Niketan building accident, the administration is active in investigating PG and rental buildings in Delhi. However, Lieutenant Governor Taranjit Singh Sandhu has clarified that large-scale sealing action should not be taken without thinking. He says that this may spread panic among the people and a large number of students may become homeless. The LG directed the officials to first conduct the investigation in those areas where a large number of students are staying in PG. In particular, it has been asked to investigate such landlords who have prima facie violated the rules to height and floor of the building.

PG guidelines will be reviewed

The Lieutenant Governor said through a post that the Urban Development Minister will oversee a committee along with concerned senior officials. This committee will review the existing PG guidelines and give suggestions for improving them as per need. Along with this, emphasis has also been laid on finding alternative accommodation arrangements for the students. For this, alternative living arrangements for students will be found through universities, MCD and DDA, so that in case of action being taken against unsafe buildings, students do not face the problem of living.

CM also ordered a thorough investigation of all PGs

At the same time, according to the report of Univarta, Chief Minister Rekha Gupta has given instructions for a thorough investigation of all the sensitive buildings and PGs present around the incident site after the Satya Niketan accident. He told the officials that there should be no carelessness regarding the security of such buildings where a large number of people live or public activities are conducted. The Chief Minister said that the Delhi government, in collaboration with the MCD, will bring a policy under which periodic structural audit and building safety certification will be made mandatory for every building used for public activities.

PG, schools and nursing homes also under scope

The scope of the proposed system will include not only PGs but also buildings used for running nursing homes, schools and other institutions. The structural safety of these buildings will be regularly checked, so that any potential danger can be identified in time. CM Rekha Gupta clarified that no public activities will be allowed in any building without ensuring security. The government's emphasis is on creating such a system in which the safety of buildings is regularly monitored and if deficiencies are found, necessary steps can be taken in time.

Orders to seal illegal five-storey buildings across Delhi

The government says that during security checks of buildings, the safety of students will be given priority. Along with this, if needed, arrangements will also be made to shift people from unsafe buildings to safe places.

Where the accident happened, there were about 300 houses, 170 had PGs.

There are about 300 houses in Satya Niketan area, out of which PG is running in about 170 houses. Satya Niketan was built between 1965 and 1970 for the rehabilitation of slum dwellers. After this, with the opening of South Campus in the 1970s and the expansion of nearby colleges, a large number of students started living here. It is said that many original allottees of the area have sold their houses. After this these houses started being used as PG and rental accommodation. According to the data, out of around 75 lakh houses in Delhi, only 1.75 lakh buildings have approved building layout plans. In such a situation, after the Satya Niketan accident, emphasis is being laid on the need for a comprehensive investigation regarding the safety of old buildings and buildings with additional storeys in the capital.
