New Delhi: The National Investigation Agency (NIA) has made a big revelation on the basis of investigation in the case of car bomb blast near the Red Fort of New Delhi in November 2025. The agency has filed a charge sheet of about 7,500 pages against 11 accused in the case. In this, statements of a large number of witnesses, documents and seized materials have been included as important evidence. On Saturday, the special NIA court located at Rouse Avenue took cognizance of the charge sheet. The charge sheet filed by the agency gives a detailed description of the evidence collected during the investigation and various aspects to the case.
According to the NIA charge sheet, the agency has presented the car bomb blast near the Red Fort not as a mere blast incident but as a major alleged terrorist conspiracy. During the investigation, the agency took action in several states to trace the links of the case. NIA investigated in many states including Jammu and Kashmir, Haryana, Uttar Pradesh, Maharashtra, Gujarat and Delhi-NCR. The agency has tried to connect the links of the case on the basis of documents collected from different places, statements of witnesses and other evidence.
Statements of 588 witnesses became the basis of investigation
According to the NIA, statements of 588 oral witnesses have been included in the prosecution complaint. Apart from this, more than 395 documents collected during the investigation and more than 200 seized materials have also been made part of the evidence. The investigating agency used techniques like DNA profiling, fingerprinting and voice analysis along with scientific and forensic investigation in the case. According to NIA, these scientific investigations helped in establishing the identity of Dr. Omar Un Nabi who was killed in the blast. In the charge sheet, NIA has allegedly named Dr. Umar Un Nabi as the main accused of the entire conspiracy. However, due to his death, a proposal to end the legal proceedings against him has been made in the charge sheet.
7,500 page charge sheet against 11 accused
NIA has filed a charge sheet of about 7,500 pages against 11 accused in the case. The agency had filed the first charge sheet on May 14. After this, the supplementary charge sheet was presented on 27 June 2026. The investigating agency told the court that charges have been filed against the accused under Unlawful Activities (Prevention) Act (UAPA), Indian Code of Justice (BNS), Explosive Substances Act, Arms Act and laws to damage to public property. The names of accused in the charge sheet include Aamir Rashid Mir, Jasir Bilal Wani, Dr. Muzammil Shakeel, Dr. Adeel Ahmed Rather, Dr. Shaheen Saeed, Mufti Irfan Ahmed Wage, Soyab, Dr. Bilal Naseer Malla and Yasir Ahmed Dar. According to the agency, one accused is still absconding.
Investigation spread to many states
NIA did not limit the investigation of the case to Delhi-NCR. The agency conducted investigations in several states including Jammu and Kashmir, Haryana, Uttar Pradesh, Maharashtra, Gujarat and Delhi-NCR. During this period, statements of a large number of witnesses, documents and seized materials were collected.
NIA claims to have used TATP explosive
NIA has claimed in the charge sheet that High-Intensity Vehicle-Borne Improvised Explosive Device (VBIED) was used in the blast near the Red Fort. According to the agency, evidence has been found of the use of an explosive called Triacetone Triperoxide (TATP). NIA alleges that many experiments were conducted to prepare it. The investigating agency has also claimed that the accused had allegedly collected arms and ammunition. Apart from this, experiments to rocket based and drone operated IED have also been mentioned in the charge sheet. According to the NIA, during the investigation, indications to alleged illegal purchase of banned weapons like AK-47, Krinkov rifle and country-made pistol have also emerged. The agency has included these facts in the charge sheet, linking them to the alleged terrorist conspiracy in the case.
Alleged 'Jihadi conspiracy' also mentioned in the charge sheet
The NIA charge sheet also mentions the alleged terrorist network of the accused and a bigger conspiracy. According to the agency, some of the accused were associated with Ansar Ghazwat-ul-Hind (AGuH), which the NIA has described as an organization affiliated with AQIS. The investigating agency alleges that the accused had tried to reorganize the organization as 'AGuH Interim' during an alleged secret meeting held in Srinagar in 2022. The NIA has allegedly described it as part of a wider terrorist conspiracy.
Mention of 'Operation Heavenly Hind' also
The charge sheet also mentions an alleged operation named 'Operation Heavenly Hind'. NIA alleges that through this campaign the aim was to establish Sharia-based governance by removing the democratically elected government. The agency has included these allegations in the charge sheet as part of its wider investigation into the alleged conspiracy to the blast near the Red Fort. However, the allegations made in the charge sheet are currently subject to court trial and their final confirmation will be given only after the completion of the judicial process.
