The CAG (Comptroller and Auditor General) has tabled a significant report on the railways in Parliament. An examination of railway operations and expenditure up to March 2025 revealed that several safety-related tasks have not yet been completed.
What did the report reveal?
According to the report, the Rashtriya Rail Sanraksha Kosh (RRSK)—or National Rail Safety Fund—was established for safety-related works. The railways were required to deposit a specific amount from their own funds into this corpus, but they deposited only 21.30 percent of the stipulated amount.

According to the report, 20,304 safety-related tasks remained incomplete in the 2024-25 financial year.
The CAG has also raised questions regarding the utilization of the RRSK fund. The report states that ₹823.14 crore from the fund—earmarked for safety—was allocated to tasks that were not a priority.
Furthermore, in 2024-25, the Ministry of Railways spent ₹19,458.25 crore across 1,321 instances without obtaining the necessary approvals. Moreover, between 2022-23 and 2024-25, ₹3,397.60 crore from the RRSK fund was spent on works that were not prioritized.
