NMC MBBS PwBD Quota: There is welcome news for students seeking MBBS admission under the Persons with Disabilities (PwBD) quota. The National Medical Commission (NMC) has clarified that a student's admission cannot be denied solely on the grounds of holding a temporary disability certificate or a temporary UDID card. However, a medical board will assess their condition before determining final eligibility.

Why were the new guidelines issued?
The NMC added this clarification while amending the guidelines for the assessment of disabled students for MBBS admissions in 2026. According to the Commission, this step aligns with the rules under the 'Rights of Persons with Disabilities Act, 2016' and recent Central Government directives, ensuring uniform implementation of rules across all states and medical colleges.

Which students will benefit?

Students whose disability falls under categories such as progressive, non-progressive, or conditions with a low probability of improvement will no longer be denied MBBS admission simply because their certificate is temporary. This brings relief to students who previously faced difficulties due to holding temporary certificates.

Medical Board to conduct final assessment
The NMC has also clarified that all candidates will be examined by a Medical Assessment Board (MAB). The board will evaluate the actual status of the student's disability and the extent to which they can perform activities related to medical education. An eligibility certificate will be issued based on this assessment.

Re-assessment in cases with 'possibility of improvement'
Students whose temporary UDID cards list their disability under a category with a "possibility of improvement" will be required to undergo a fresh medical evaluation. Their eligibility for the PwBD quota will be determined only after this re-evaluation.

Change following student grievances
Disability rights activists had claimed that many students were facing unnecessary hardships at assessment centers following the implementation of the new rules. The issue was raised before the NMC and the courts, prompting the Commission to issue this clarification. 

Uniform rules to apply nationwide
The NMC has stated that this amendment will be considered part of the previously issued guidelines and aims to make the MBBS admission process transparent and uniform across the country. The new directives are expected to make the admission process clearer and more equitable for students under the PwBD quota.
