What is an LLC Certificate?

LLC stands for 'Lower Class Certificate'. This certificate is issued by the TTE (Travelling Ticket Examiner) on the train. You may be issued this certificate if you travel in a lower class than the one originally booked. Based on this certificate, you can claim a refund for the fare difference.

Under what circumstances can you get a refund?

If a First AC coach is unavailable and you have to travel in Second AC.
If an AC coach becomes non-functional due to a technical fault and you are shifted to a Sleeper or another coach.
If the Railways arranges travel in a lower class because a seat in the booked class is unavailable.
In such cases, if the TTE issues an LLC, you can get a refund for the fare difference.

When does the Railway provide a ticket refund?

You get a full refund if the train is cancelled.
You may receive a refund under prescribed rules if the train's route is changed or if it is partially cancelled.
You can get a full refund if the train is delayed by 3 hours or more and you decide not to travel.
You can also get a refund if a waitlisted ticket does not get confirmed.
