New Delhi: The anger of 20 lakh students of the country, the historic 'Cockroach Movement' of 36 days, the shocking resignation of the Education Minister and the fast unto death of 26 days - after this unprecedented public anger, today a law is going to be presented in the biggest temple of Indian democracy i.e. Parliament, which has given sleepless nights to the examination mafias. Union Minister Jitendra Singh is going to introduce **'Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026'** in the Lok Sabha. When Prime Minister Narendra Modi announced this drastic step by releasing an emotional two-and-a-half-minute video message at midnight on 23 July, it became clear that water had now gone above the head.

After all, why is the new amendment being brought?

After the NEET-UG 2026 paper leak controversy, serious questions were raised on the credibility of the examination system across the country. After the continuous protests and the impact on the future of lakhs of students, the government decided to make the law more stringent.

What will be the big difference between the laws of 2024 and 2026?

• 2024: The main objective of the law was to prevent paper leaks and copying.
• 2026: Emphasis on making the investigation and trial time bound and getting the culprits punished quickly.

The anti-cheating law made in 2024 proved to be a complete failure in stopping the examination mafia. This is the reason why such provisions are being made in this new proposed amendment of 2026 which will break the backbone of criminals.

What were the main changes?

• Testing Timeline (2 Months): There was no fixed time limit for completing the investigation in the old law, due to which cases remained pending for years. Now it will be mandatory to finish the entire investigation within just 2 months.
• Decision in 3 months (Fast Track Court): Earlier there was no limit set for the trial. Now the court will have to give its final verdict within just 3 months of filing the charge sheet.
• Day-to-day hearing: Bypassing the normal judicial process, special fast track courts will be set up in Union Territories and States where hearings will be held on a daily basis.
• Special Task Force (STF): A central special STF will be constituted to deal with inter-state examination scams on a large scale or spread across multiple states.
• 10 years jail and ₹10 crore fine: The punishment has been made more dreadful. Those found guilty of organized paper leak will have to remain behind bars for a maximum of 10 years and have to pay a hefty fine of up to ₹10 crore.

Highlights of current law

• There was no single central law on paper leaks before June 2024.
• On June 21, 2024, the Center implemented the Public Examinations Act.
• Paper leak, obtaining OMR sheets, copying, creating fake websites and threatening examination officials were brought under the category of crimes.
• All offenses were made non-bailable.
• The provision of jail and fine was decided according to the nature of the crime.

Why did the country burn? Those 4 big reasons

The rigging in the NEET-UG 2026 examination shook the entire country. This was not just an exam leak, but evidence of the collapse of the country's entire examination system:

1. Robbery on the future of 22 lakh students: After the paper of NEET exam held on 3 May 2026 was leaked, the entire exam had to be cancelled. Due to this mental stress, many innocent students across the country took the dreadful step of suicide.
2. Trap of organized examination mafia: In the last few years, papers of recruitment examinations and competitive examinations were continuously leaked, raising serious question marks on the credibility of the government.
3. 36 days 'Cockroach Movement': Boston University alumnus Abhijit Deepke's 'Cockroach Janata Party' (CJP) started from social media and took the form of a nationwide movement at Jantar Mantar. Faces like Ashutosh Ranka and Saurav Das pushed the government on the backfoot, after which Education Minister Dharmendra Pradhan had to resign.
4. Sonam Wangchuk's Moral Maze: Famous education reformer Sonam Wangchuk became the 'moral commander' of this movement. His 26-day fast, which started from June 28, proved to be the biggest pressure on the government.

Four main faces of the movement

• 1. Abhijeet Deepke: : Founder of CJP (Cockroach Janata Party). Credited with turning a social media campaign into a national student movement.
• 2. Ashutosh Ranka: Alumnus of IIT Kanpur and LSE. Played an active role in talks with the government.
• 3. Saurav Das: Investigative journalist and chief spokesperson of CJP. Became the main face of communication between the government and students during the movement.
• 4. Sonam Wangchuk: : Education reformer. The 26-day hunger strike gave a new direction to the movement at the national level.

Opposition's sharp attack: "Prime Minister should answer within the Parliament"

Even before the arrival of this bill, there is huge tension in the political circles. The opposition is calling this amendment inadequate and is directly putting the Prime Minister in the dock.

• Rahul Gandhi stand of: Congress MP Rahul Gandhi has clarified that the opposition will hold a special meeting regarding this bill and will decide its final stand in Parliament only after mutual discussion.
• Akhilesh Yadav's warning: SP chief Akhilesh Yadav bluntly said that this is not a matter of any political party, but a question of the future of crores of youth of the country. The government cannot run away from its direct responsibility.
• Mallikarjun Kharge's attack: Taking a dig at PM Modi's video message, Congress President Kharge said that when the Parliament is in session, the Prime Minister should answer the nation by coming to the Parliament floor instead of making a video late at night and giving 'Mann Ki Baat' outside.

What has happened so far in the NEET-UG 2026 case?

• The examination was held on 3 May 2026.
• Exam canceled after allegations of paper leak.
• The examination was conducted again.
• CBI is investigating in many states.
• So far 13 accused have been arrested.
• There is a possibility of charge sheet being filed soon.

At present this entire international and inter-state racket is being investigated by the Central Bureau of Investigation (CBI). It is being speculated that CBI is going to file its first charge sheet in this case very soon, after which the clampdown on these mafias will be further tightened under the new law. Now it remains to be seen how much debate will be held on this historic bill in the Parliament today!
