India strongly rejected Pakistan’s comments at the UN, saying cooperation under the Indus Water Treaty cannot be expected when “cross-border terrorism” is used as a “weapon of government policy”. India also reiterated that Jammu and Kashmir “always was, is and will remain an integral and inalienable part of the country.” Ambassador Parvataneni Harish, India’s Permanent Representative to the United Nations, made the comments at a high-level open debate on “Natural Resources Governance: Foundations of Peace, Security and Prosperity” in the UN Security Council on Wednesday.

Parvataneni responded to Pakistan by saying that Pakistan had “misused” the discussion to push a “false narrative”, which led India to respond. “Our stand on the Indus Water Treaty is clear and consistent. We cannot expect cooperation based on mutual trust and goodwill when cross-border terrorism is regularly used as a weapon of government policy,” he said.

India gave this sharp reaction after the allegations by Pakistan’s Permanent Representative to the United Nations, Asim Iftikhar Ahmed. Ahmed had described India’s decision to suspend the Indus Water Treaty as “illegal” and accused it of “using water as a weapon”. He had claimed that this step has put the livelihood of more than 24 crore people of Pakistan in danger.

The Indus Water Treaty, signed in the year 1960, is an agreement between India and Pakistan with the mediation of the World Bank. This treaty regulates the sharing of waters of the six rivers of the Indus River Valley. Under this, the eastern rivers have been allotted mainly to India and the western rivers have been allotted mainly to Pakistan. India had suspended the Indus Water Treaty after the terrorist attack in Pahalgam on 22 April 2025. India had said that cooperation under the agreement cannot be done if cross-border terrorism continues.

Told Jammu and Kashmir as an integral part of India

“As far as the Union Territory of Jammu and Kashmir is concerned, it has always been, is and will always be an integral and inalienable part of India. This is the constitutional and legal reality which Pakistan deliberately ignores,” Parvataneni said during an open debate at the UN Security Council, exercising India’s right of reply. He said, “The only pending issue to Jammu and Kashmir is the blatant attack and illegal occupation of the sovereign territory of India by Pakistan. Instead of pointing fingers at India, Pakistan can do more good to itself and its people by organizing its own country.”

Concern expressed over illegal exploitation of natural resources

In his address, Parvataneni said that “illegal exploitation of natural resources and their trafficking can, in some circumstances, contribute to the financing of armed groups and prolongation of conflict.” He stressed that natural resources should serve primarily as a means of development and prosperity for sovereign countries.
