Commercial Vehicle Subsidy in Delhi-NCR: The government has approved the 'PARIVARTAN' scheme for owners of old trucks and buses in Delhi-NCR. Under this scheme, significant benefits will be offered for replacing pre-BS-VI trucks, buses, and cargo vehicles with new BS-VI or electric vehicles. The government will completely waive registration fees for such vehicles, and road tax will not be levied for 10 years. Furthermore, a 5% interest subsidy on vehicle loans and an 8% discount from vehicle manufacturers will be provided. Fuel vouchers will also be issued, allowing vehicle owners to redeem them at petrol pumps for free fuel. This decision was taken during a Delhi government cabinet meeting chaired by CM Rekha Gupta.

To curb air pollution in Delhi-NCR and modernize commercial vehicles, the Delhi government decided to implement the Centre's 'PARIVARTAN' scheme. Approximately 2.07 lakh truck and bus owners in Delhi-NCR are expected to benefit directly from this transparent, digital scheme, which aligns with the Delhi EV Policy-2026.

The 'PARIVARTAN' scheme stands for the "Programme for Accelerated Renewal and Incentivisation of Vehicle Assets for Reducing Transport Air Pollution and Network Emissions." It is a central government initiative, and the government led by Rekha Gupta has approved the proposal to implement and support it in Delhi. According to CM Rekha Gupta, the scheme aims to phase out old, polluting trucks and buses and promote the adoption of BS-VI vehicles (or those meeting even stricter emission standards) and electric vehicles.

**Benefits Galore for BS-IV Vehicle Owners**
CM Rekha Gupta stated that under the scheme, if a vehicle owner scraps their BS-IV (or older) Light Goods Vehicle (LGV) and purchases a new electric LGV, the Delhi government will provide a 100% exemption on motor vehicle tax (road tax) for 10 years, and the registration fee will be completely waived.
Additionally, benefits include a 5% interest subsidy (subvention), an 8% discount from the Original Equipment Manufacturer (OEM), and a one-time benefit equivalent to the value of a fuel voucher (or its concessional value).

If a used electric vehicle is purchased instead of a new one, the beneficiary will receive a 50% exemption on motor vehicle tax for 10 years, a 5% interest subsidy, and a one-time benefit equivalent to the value of a fuel voucher.

**Incentives for Phasing Out Older MGVs and HGVs**
The scheme also covers the replacement of Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs) that are BS-IV compliant or older. Scrapping such vehicles to purchase new BS-VI vehicles, vehicles meeting stricter emission standards, or electric goods vehicles will entitle the owner to a 100% motor vehicle tax exemption for 10 years, a 100% registration fee waiver, a 5% interest subsidy, an 8% OEM discount, and a one-time benefit equivalent to the value of a fuel voucher.

**Benefits for Purchasing Used BS-VI or Electric Vehicles**
Similarly, if a used BS-VI or electric goods vehicle is purchased instead of a new one, the benefits include a 50% motor vehicle tax exemption for 10 years, a 5% interest subsidy, and a one-time benefit equivalent to the value of a fuel voucher.

**Old Buses Included; Relief on Fitness Penalties**
Chief Minister Rekha Gupta stated that this scheme also covers older buses—specifically BS-IV models or those with even older emission standards. These buses can only be replaced by BS-VI CNG or electric buses, and they will be eligible for the same benefits as goods-carrying vehicles. She explained that eligible vehicles scrapped under the scheme would receive relief on outstanding road tax and fitness penalty liabilities that have been pending for over a year. Additionally, BS-IV vehicles slated for replacement under this scheme will not be mandatorily required to be scrapped; they may instead be sold in cities located outside the NCR that are not part of the National Clean Air Programme (NCAP).

**Benefits for 2 Lakh Truck and Bus Owners**
The Chief Minister noted that approximately 2.07 lakh truck and bus owners in Delhi-NCR are expected to benefit from this scheme. This initiative will replace a large number of old, high-polluting commercial vehicles with cleaner, modern ones on the roads, thereby helping to reduce air pollution. She emphasized the Delhi government's firm commitment to promoting clean transportation. With this objective in mind, the scheme mandates that all Light Goods Vehicles (LGVs) purchased under it must be electric, while buses must be either BS-VI CNG or electric (EV) models.
