Bihar government is going to bring a new education bill in the monsoon session of the assembly. If this bill is passed, then more than 500 government degree colleges in the state will now be out of the control of the Governor. The Governor is also the Chancellor of the universities.
Governor Syed Ata Hasnain had confirmed the introduction of this bill in a program on July 12. The government aims to open one degree college in all the 534 blocks of Bihar.
The government claims that this change is being brought to further improve the higher education system of Bihar. There are chances of uproar over this bill also during the monsoon session.
What will change with the new bill?
According to the Indian Express report, after the new changes, all undergraduate (UG) colleges will come directly under the new higher education department. The Governor will look after only Postgraduate (PG) courses. Now the appointment, promotion, transfer and other administrative decisions of college teachers will be taken directly from the secretariat instead of the universities.
What restrictions will be imposed on teachers?
According to the new rules, college teachers will not be able to take part in political activities nor will they be able to propagate any political ideology. A Higher Education Officer will be appointed in every district, who will work like the District Education Officer (DEO) of the schools.
Degree college teachers will not be able to become university professors.
Degree college teachers will no longer be able to become university level professors. To become an Assistant Professor in a degree college, it will be necessary to pass NET along with a Masters degree, PhD will not be required.
