Complaint of Rampur CMO’s corruption, disproportionate assets and suspicious financial transactions reached Lokayukta, demand for investigation and appropriate action.

Lucknow. Complaint about corruption, disproportionate assets and suspicious financial transactions of Rampur Chief Medical Officer Dr. Deepa Singh has been lodged with the Lokayukta. Sanjay Kumar, resident of Morna village, street number-1, Sector 35, Noida, Gautam Buddha Nagar, has complained about this to the Lokayukta. Earlier, on his complaint, Deputy Lokayukta has registered a complaint and started investigation. The CMO has been given time till August 3 to present his side on the complaint. In the letter issued by the Deputy Lokayukta Secretary on June 25, it has been said that in the complaint registered against you, you were earlier asked to give your reply on June 13, but you were requested to give three weeks’ time.

On your request, Deputy Lokayukta has given time till August 3. It has been said that in refutation of the allegation of acquiring disproportionate assets, please provide a copy of the ITR of the last five years of all the family members through an affidavit before the due date with your clear documentary evidence and a proper calculation chart of income and expenditure on the attached format in relation to the acquisition of disproportionate assets. Dr. Deepa Singh has been working here as Rampur CMO only last year.

Let us tell you that before this she was SCMO in Baghpat. While being ACMO there, he was accused of promoting gender testing by creating irregularities in ultrasound centres, among other allegations. The District Magistrate of Baghpat had written a letter to the Principal Secretary Health on September 6, 2025 for his suspension and high-level investigation. However, just two days later, the government made him CMO and posted him in Rampur district. Now he has been accused of having assets beyond his income.

Complaint submitted under Lokayukta Act

In a letter sent to Lokayukta on April 28, 2026, complainant Sanjay Kumar said that this is being presented in public interest. The following facts have come to prima facie notice regarding corruption, acquisition of disproportionate assets and suspicious financial transactions against the accused Chief Medical Officer, District Rampur Dr. Deepa Singh. The accused officer has received a total salary income of approximately Rs 57,39,000 during the period from April 1, 2024 to March 31, 2026. However, the said salary has not been utilized properly and the money has been transferred to various accounts and investments. As per the available records, an amount of approximately Rs 12,20,000 has been transferred by the accused to Yes Bank and an amount of approximately Rs 26,00,000 has been transferred to the account of Kshitija. Apart from this, an amount of approximately Rs 2,50,000 has been invested in SBI Life Insurance and an amount of approximately Rs 7,60,000 has been transferred to some other account/person in the month of March.

Thus, a total amount of approximately Rs 28,00,000 has been transferred/invested through various means, while even at present a balance of approximately Rs 25,00,000 is found in the account of the accused. Thus the total available amount (225,00,000/-+28,00,000/-) comes to approximately Rs 53,00,000, whereas the total salary income received by the accused in the above period is Rs 57,39,000. It is noteworthy that as per the above calculation, more than Rs. 3,00,000 appears to have been spent on personal household expenses, however, it is not clear how the entire living expenses (stay, food, transportation etc.) for two years was possible in the said limited amount. Therefore, it is clear from the above facts that the accused has used money from sources other than salary income, for which there is no clear and legitimate source, which prima facie indicates suspicious financial activities and acquisition of wealth disproportionate to income.

A significant cash deposit of approximately Rs 21,72,000 has been found in the Punjab National Bank account between April 1, 2024 and March 31, 2026, in relation to which no clear and proven legitimate source is available till now. It is alleged that in the last five years while in office, the said officer has accumulated immense wealth including a shop (worth approximately Rs 01 crore) and a flat (worth approximately Rs 1 crore 20 lakh) in Ghaziabad, a private house in Dehradun worth approximately Rs 85 lakh and a house in Pallavapuram, Meerut (worth approximately Rs 04 crore) and his family also has 03 luxury cars. 4 The said amount has been used for investment in a flat worth approximately Rs 78,00,000 in Wave Eligo Project Account UCHDPL located in Ghaziabad, the validity and source of which needs to be confirmed.

Let us tell you that other CMOs including those of Kanpur Nagar and Prayagraj have been accused of corruption and disproportionate assets. In such a situation, the question arises that whose blessings are upon them? Despite continuous complaints, the government is refraining from tightening the noose.
