Dat Phuong Hoi An, a member of Dat Phuong Group, is developing the project, with Vinaconex 25 as the contractor.

The four seven-story blocks will rise on a 23,935-sq.m site in the Con Tien urban area of Hoi An Dong Ward, alongside a kindergarten, a community house and parking.

They will house about 2,172 low-income workers when finished in the fourth quarter of 2028.

Hoi An Dong is one of three wards that replaced the former city of Hoi An of Quang Nam Province in a mid-2025 restructuring that brought the area under Da Nang.

Hoi An’s UNESCO-listed old quarter, a protected 30-hectare core of timber shophouses and centuries-old assembly halls, sits about 5 km west in the neighboring Hoi An Ward.

Developing social housing is a long-term policy to secure welfare and keep workers in the central Vietnam hub, said Nguyen Thi Anh Thi, vice chairwoman of the Da Nang People’s Committee.

Developer Dat Phuong Hoi An has completed the project’s legal steps, including the master site plan, environmental assessment, land handover and fire-safety appraisal, and will vet buyers and tenants openly, said Luong Minh Tuan, chairman of parent Dat Phuong Group.

The complex is part of Vietnam’s plan to build at least 1 million social housing units by 2030.

Social housing in Da Nang sells for VND16-20.8 million ($610-790) per sq.m, with monthly-income caps of VND25 million ($950) for singles and VND50 million ($1,900) for couples.

On May 22, Da Nang approved 113 sites totaling nearly 390 hectares for social housing, including prime central land in the Son Tra, Hai Chau, Hai Van and Ba Na wards.

The city completed five projects with more than 2,900 units in 2025, about 8% above target.

Its merger with Quang Nam on July 1, 2025, raised the target to nearly 29,000 units by 2030.

Da Nang plans to finish close to 5,000 units this year, double the 2025 figure and about 23% of current supply.
