In light of potential cyber fraud risks associated with WhatsApp's upcoming username feature, the Indian government (MeitY) is preparing to formulate new regulations applicable to all chat apps, including Telegram and Signal.

The government is working on establishing uniform rules for messaging apps like WhatsApp, Telegram, and Signal. The Ministry of Electronics and Information Technology (MeitY) is developing a framework to ensure consistent regulations across all messaging platforms operating in the country. A primary driver for this move is WhatsApp's upcoming username feature, which has raised government concerns regarding a potential rise in cyber fraud.

What is WhatsApp's new feature?

WhatsApp is developing a feature that will allow users to chat using only a username, without revealing their mobile numbers. While the company claims this will enhance user privacy, the government fears that fraudsters could exploit this facility to create fake identities and target individuals. This could lead to an increase in cybercrimes such as phishing, online fraud, and "digital arrest" scams.

The government sends a notice to WhatsApp

Consequently, the government issued a notice to WhatsApp, directing that the feature not be launched in India until discussions on the matter are concluded. MeitY also sought details from Telegram and Signal regarding their username features and security measures. Both WhatsApp and Telegram have already submitted their responses to the government.

What is the government's stance?

The government maintains that restricting the feature to only one app while allowing it on others would be legally untenable. Therefore, it is essential to establish uniform rules for all messaging platforms. Currently, apps like WhatsApp, Telegram, and Signal operate under the IT Act 2000 and IT Rules 2021, but there are no specific regulations addressing features like usernames.

What is the government's plan?

The government is now formulating a new framework to address this regulatory gap. No final decision has been taken on this yet, nor have any draft rules been issued. The government will make a decision after consulting all stakeholders. Officials state that the aim is to strike a balance between privacy and security so that the new features do not become tools for cybercriminals.
