The fight against spam calls in India has taken a new turn, with Truecaller challenging the Telecom Regulatory Authority of India (TRAI) over its anti-spam regulations. The caller identification platform believes that the current rules are limiting its ability to protect users from unwanted calls and could lead to an increase in spam-related problems.

The dispute is mainly related to TRAI's guidelines on how caller ID apps handle calls from commercial number series such as 1400 and 1600.

Why Is Truecaller Opposing TRAI's Rules?

According to Truecaller, the regulations prevent caller ID platforms from labeling calls from these commercial number series as spam. The company argues that this makes it harder for users to identify unwanted calls and reduces trust in legitimate business communications.

Truecaller CEO Rishit Jhunjhunwala raised concerns about the policy, stating that the current approach could worsen the spam call problem instead of solving it.

He claimed that restrictions on spam labeling may allow misuse of these number series, making it difficult for users to differentiate between genuine service calls and unwanted marketing calls.

What Are 1400 and 1600 Number Series?

TRAI introduced the 1400 and 1600 number series in 2024 as part of efforts to improve transparency in commercial communications.

  • 1400 series: Used mainly for telemarketing calls

  • 1600 series: Used for service-related and transactional calls

The purpose of these dedicated number series was to help consumers recognize business calls more easily and reduce fraud and spam on telecom networks.

Truecaller's Data on User Behaviour

Truecaller says its internal data shows that many users are still avoiding calls from these commercial number series.

According to the company:

  • Around 81% of calls from the 1400 series were rejected by users over an eight-month period.

  • Around 79% of calls from the 1600 series were rejected.

  • Users blocked approximately 74 million calls from these numbers during the same period.

Since Truecaller says it cannot directly label these numbers as spam under the current rules, it has introduced a "Frequently Blocked" badge to alert users when a number has been repeatedly blocked by the community.

TRAI's View on Caller ID Apps

TRAI has been working on strengthening its anti-spam framework and has reportedly raised concerns about caller ID platforms incorrectly marking certain commercial numbers as spam.

The regulator believes that calls from officially registered commercial number series should not be misclassified, as this could affect genuine businesses and important service communications.

The disagreement highlights a larger challenge in managing spam calls. Regulators want to ensure that genuine business and service calls are not wrongly blocked, while platforms like Truecaller focus on giving users more control over unwanted communication.
