Nepal’s RSP tightens the noose on MPs: ‘Speech note’ will have to be given before speech in Parliament

Kathmandu. Nepal’s ruling party Rashtriya Swatantra Party (RSP) has decided to increase surveillance on the speech, language and parliamentary presentation of its MPs. The party believes that the parliamentary role of MPs has not been as effective as expected, hence this step has been taken.

Under this, RSP has instructed its MPs that before speaking in Parliament, they must send the content of their speech to the parliamentary party officials. The parliamentary party has issued a formal circular to the MPs in this regard.

RSP Chief Whip Krantshikha Dhital said that this system has been implemented with the aim of making the parliamentary role of MPs more effective and systematic.

He said, “During special hours and zero hours, many MPs are unable to complete their speech in the stipulated time and face difficulty in presenting the topic accurately. That is why arrangements have been made to view the content in advance.”

Dhital clarified that the party does not want to control the MPs. According to him, it has been made mandatory to send the draft of all the speeches to be presented during special time and zero time to the parliamentary party officials in advance.

The circular sent to the MPs states, “From now on, it is mandatory to send your material (speech notes) to be presented during zero time and special time to Chief Whip Krantshikha Dhital and Whip Prakashchandra Pariyar a day in advance.”

However, after this instruction, the party is also being accused of limiting the privileges of MPs. After the Chitwan convention, there is talk of three different factions emerging within the RSP and differences are also visible among the MPs. In such a situation, it is believed that the party wants to adopt ‘one-door policy’ to present a uniform and controlled stand in Parliament.

After completion of 100 days of the government, many RSP MPs have started openly criticizing the government. Some MPs had demanded the resignation of Home Minister Sudhan Gurung in Parliament, while also raising serious questions on the government’s negligence in the management of landless people.

Chief Whip Krantshikha Dhital had also recently said that the government has completely failed in the management of landless people and the tears of the landless are going to shake the government. Immediately after this, the MPs being instructed to submit ‘speech notes’ a day in advance is being considered very important in political circles.
