The Bharatiya Janata Party (BJP) government led by West Bengal Chief Minister Subhendu Adhikari is preparing to bring several new bills in West Bengal. Two such bills are about to be introduced, after which the definition of anti-social activities will change. Someone can be detained for 12 months without trial, the property of the criminal can be confiscated and the right to compensate for the loss through auction can also be given. Trinamool Congress is calling these bills a dark chapter.

These bills are based on similar laws in states like Uttar Pradesh, Gujarat, Tamil Nadu and Maharashtra. Under the new law, anti-social activity includes all those works which spread fear, insecurity or unrest among the people, disturb public order, capture property. Cause damage to public and private property. Illegal activities to mining, sand extraction, forest products and wildlife are also included in this.

What laws are coming?

The government is also preparing to present the Uniform Civil Code (UCC) bill in the Assembly on June 29. The government is preparing to bring laws like West Bengal Public Safety and Control of Anti Social Activities Bill 2026 and West Bengal Maintenance of Public Order Bill 2026.

How will the Uniform Civil Code look like?

BJP had promised in its manifesto for the 2026 assembly elections that UCC would be implemented within six months of coming to power. The state government will present it in the Assembly on June 29. UCC is an attempt to bring uniform laws for all citizens regarding marriage, divorce, succession and property. Like other BJP-ruled states, West Bengal too is likely to keep tribal communities out of its purview.

Are there preparations to make a law on love jihad?

Shubhendu Adhikari said on Friday that the government will also bring strict laws against love jihad, land jihad and forced conversion. Right wing organizations have been leveling allegations of love jihad against Muslim youth. The allegation is that they convert Hindu girls by luring them into the trap of their love. Neither the central government nor the courts recognize it as official.

What is Trinamool Congress saying?

TMC MP Mahua Moitra has strongly criticized these proposed laws. He said that these laws are to suppress the opposition and scare people. Mahua Moitra described the Anti-Social Activity Bill as more stringent than MISA and UAPA during the Emergency period.

Senior TMC leader Saugata Roy opposed the UCC, saying it was against secularism. He said that Jawaharlal Nehru had promised that UCC would be brought only if the Muslim community accepted it.

What should be on UCC?

UCC has been a subject of controversy in India since before independence. This was discussed extensively in the Constituent Assembly and laid down in the Directive Principles, which are not legally binding. Now efforts are going on to implement it in BJP ruled states.
