Is US-Iran deal imminent? Tehran says memorandum is not a final agreement

Iran’s Foreign Ministry has indicated that negotiations with the United States remain ongoing and complex, while emphasizing that any proposed memorandum of understanding should not be viewed as a final agreement between the two countries. Speaking on the latest diplomatic developments, Foreign Ministry spokesperson Esmaeil Baghaei said the issues separating Tehran and Washington remain complicated and require a cautious approach.

“The issues between us and the United States are complex and this path must be pursued with caution,” Baghaei said.

Memorandum not a final agreement

According to the Iranian Foreign Ministry, the proposed memorandum of understanding currently under discussion is not a final settlement between Tehran and Washington. Baghaei stated that the document is intended to outline the principal areas of disagreement and establish a framework focused on ending the ongoing conflict. He described the memorandum as an understanding that identifies the key points of contention while affirming the objective of ending the war, rather than serving as a comprehensive bilateral agreement.

The remarks come amid continued speculation regarding a possible diplomatic breakthrough between the two countries.

Focus remains on ending the war

The spokesperson said Iran’s immediate priority during the current phase of negotiations is to secure an end to hostilities across all fronts. According to Baghaei, efforts are currently concentrated on stopping the conflict and addressing regional tensions, including developments to Lebanon.

He noted that previous experiences have influenced Tehran’s approach, leading officials to prioritize de-escalation and conflict resolution before addressing broader issues in the relationship with Washington.

Signing timeline remains uncertain

Baghaei also indicated that the possibility of signing what he referred to as the Islamabad memorandum in the coming days cannot be ruled out. However, he clarified that no exact date has been finalized and stated that the signing would not take place tomorrow.

The comments suggest that negotiations remain active, although officials are continuing discussions on the details and timing of any formal announcement.

Attention will now focus on whether negotiators can finalize the memorandum and move toward a broader diplomatic framework.

While Iranian officials have signaled progress in discussions, they have also stressed that significant issues remain unresolved. For now, Tehran maintains that the priority is ending the conflict and reducing tensions, while talks with Washington continue behind closed doors.
