Bhubaneswar: Odisha Vigilance on Saturday unearthed huge assets, including five multi-storey buildings and 13 high-value plots, during raids at places linked to Baikuntha Nath Behera, Assistant Executive Engineer of ITDA at Baliguda, Kandhamal, on allegations of possessing assets disproportionate to his known sources of income.

During house searches so far, the following assets have been unearthed in the name of Behera and his family members;

1. Four storeyed building with area 10,500 Sqft. located over Plot vide No.309/7468, Khata No. 619/2245, Mouza-Bhubaneswar Sahar, Unit No.41, Niladri Vihar, Chandrasekharpur, Bhubaneswar.

2. Triple storeyed building with area 1100 Sqft located over Plot vide No.4/4347, Khata No.619/3265, Bhubaneswar Sahar, Unit No.41, Sailshree Vihar, Bhubaneswar.

3. Double storeyed building with area 3750 Sqft. located at HIG-146, Kanan Vihar, Phase-1 (near Baidyanath Memorial Hospital), Patia, Bhubaneswar.

4. Double storeyed building with area 2500 Sqft. over plot No.457/12428, khata No.611/4864, mouza Chandrasekharpur, HIG-196, Bhubaneswar.

5. Double storeyed building with area 2500 Sqft. over paternal land located at Pandua (near Dharmasala College), Dharmasala, Dist- Jajpur.

6. 13 high value plots (7 plots in prime locations of BBSR, 5 plots in Dharmasala, Jajpur & 1 in Baripada).

i) A piece of land – Plot No.309/7468, Khata No.619/2245, Mouza- Bhubaneswar Sahar, Unit No.41, Chandrasekharpur (Niladri Vihar), Bhubaneswar.

ii) A piece of land – plot No.4/4347, Khata No. 619/3265, Bhubaneswar Sahar, Unit No. 41, Sailshree Vihar, Bhubaneswar.

iii) A piece of land – plot No.1217/2013/2272, Khata No.1057/3384 and Plot No.1218/2303, Khata No.1057/3383, Mouza- Bhubaneswar Sahar, Unit No. 32, Gobindaprasad (Santoshi Vihar), Bomikhal, Bhubaneswar.

iv) A piece of land – plot No. 739, Khata No. 2365/213, Ghatikia, Bhubaneswar.

v) A piece of land – plot No. 6570/11438, Khata No.1988/1747, Ghatikia, Bhubaneswar.

vi) A piece of land – plot No. Plot No. 220, Sub Plot No.5, Khata No. 125, Mouza- Nilakantha Pur, Jatani, Dist- Khurda.

vii) A piece of land vide plot No.290 & 291, Khata No.66, Mouza- Jalasukha, Tahasil- Dharmasala, Dist- Jajpur.

viii) A piece of land vide plot No. Plot No. 25, Khata No. 136/111, Mouza- Mohesara, Tahasil- Dharmasala, Dist- Jajpur.

ix) A piece of land vide plot No. Plot No. 16/481, Khata No. 187/18, Mouza- Nuagaon, Tahasil- Dharmasala, Dist- Jajpur.

x) A piece of land vide plot No. Plot No.13, Khata No. 85, Mouza- Mohesara, Tahasil- Dharmasala, Dist- Jajpur.

xi) A piece of land – plot No.186/287, Khata No.130/135, Mouza- Golagadia, Tahasil- Samakhunta, Baripada.

The measurement and valuation/assessment of the above buildings/plots are being carried out by Vigilance Technical Wing.

7. Cash Rs.2,66,400/-.

8. Weighment of gold jewellery is being done.

9. Bank, postal deposits and other investments in financial instruments are being ascertained.

10. Two lockers (One at Axis Bank & another at UBI, both of Chandrasekharpur Branch, Bhubaneswar) being operated in name of spouse of Behera are still to be opened.

The searches are being carried out by teams led by two Additional SPs, five DSPs, six Inspectors and other supporting staff under search warrants issued by the Special Judge, Vigilance, Bhubaneswar.
Official sources said the raids are being conducted simultaneously in Bhubaneswar, Baripada, Dharmasala in Jajpur district, and Baliguda in Kandhamal district.

Vigilance said Behera had joined government service on 16.08.1999 as Junior Engineer (Civil) and was posted at Nabarangpur Block with initial salary Rs.6,000/-. He continued there, and on 03.02.2001, he was transferred and posted as JE, ITDA, Udala. Again, from 28.09.2001 to 03.01.2007, he worked as JE, Kusumguda Block & Dabugaon Block, as well as ITDA, Nabarangpur. On 31.10.2016, he was promoted to the rank of Asst. Engineer and posted at ITDA, Nabarangpur. He continued there as AE, and on 08.08.2022, he was transferred and posted as AE, ITDA, Nabarangpur. On 12.02.2026, he was promoted to the rank of Asst. Executive Engineer and posted as AEE, ITDA, Baliguda, and has been continuing as such till date.
