Tribunlampung.co.id, Bandar Lampung – TVRI has recorded that only four locations in Lampung have officially obtained permits to host public viewing events (nobar) for the 2026 FIFA World Cup.
This step is part of efforts to ensure the legality of public broadcasting rights in the Bumi Ruwa Jurai region, where TVRI serves as the official broadcaster of the 2026 World Cup.
The Person in Charge (PIC) of the 2026 World Cup at TVRI Lampung, Willi Yandro Evmanda, explained the strict regulations that apply to commercial sectors.
For business establishments that do not fall under the non-commercial screening category, TVRI imposes a paid licensing scheme to protect its broadcasting economic rights and prevent copyright infringement penalties.
According to Willi, as of now, four parties have officially completed their registration.
“Actually, many have inquired, including from cafes, institutions, and individuals. However, only four locations have filled out the registration form,” Willi said on Friday (June 5, 2026).
The four approved World Cup 2026 public viewing venues are Emersia Hotel Lampung, Marriott Hotel Lampung, the private residence of the Regent of Tanggamus, and Dusun 5 Tulung Agung in East Lampung.
Willi clarified that business operators will be classified as commercial entities if they meet at least one of several predetermined business criteria.
He outlined that a venue falls under the commercial category if it is a non-micro or small enterprise, is located in a business district, offers menu items priced above Rp 75,000, or has a trading space larger than 12 square metres.
Additionally, venues that charge entry fees, sell bundled products, are affiliated with franchise networks, collaborate with specific sponsors, have branches in other locations, or promote their viewing events through social media or outdoor advertising are also considered commercial.
Such commercial venues are required to pay an official licence fee based on their viewer capacity.
He detailed that the commercial tariff for hosting a World Cup 2026 viewing event is calculated per location for the entire series of 104 matches.
The licensing investment value is divided into ten categories based on audience capacity:
- Category 1 (0–50 people): Rp 10,000,000
- Category 2 (51–100 people): Rp 15,000,000
- Category 3 (101–200 people): Rp 20,000,000
- Category 4 (201–300 people): Rp 25,000,000
- Category 5 (301–400 people): Rp 30,000,000
- Category 6 (401–500 people): Rp 40,000,000
- Category 7 (501–1,000 people): Rp 50,000,000
- Category 8 (1,001–5,000 people): Rp 75,000,000
- Category 9 (5,001–10,000 people): Rp 100,000,000
- Category 10 (10,001–50,000 people): Rp 150,000,000
He added that the stated prices are exclusive of tax.
“The listed tariffs do not yet include official tax components,” he clarified.
Furthermore, Willi explained that large-scale commercial organisers are subject to social responsibility obligations.
Specifically, for public viewing locations accommodating more than 500 people, organisers are required to involve local micro and small enterprises (UMK) by allocating at least 10 percent of total vendor capacity at the event area free of charge.
For commercial group registration, Willi directed business operators to access the official website at https://bolagembira.tvrinews.com.
The data entry process is similar to that of the free category, but at the final stage, the system will automatically generate a licensing payment invoice.
The collected funds will contribute to non-tax state revenue (PNBP) for the TVRI Regional Broadcasting Station in Lampung.
After payment is completed, an official QR code licence will be issued for download and must be physically displayed at the viewing venue.
As with the free licence scheme, commercial registration remains open and flexible, accommodating applicants until the conclusion of the World Cup tournament.
TVRI Lampung continues to encourage business operators to complete their registration promptly to ensure comfort and legal safety for spectators.
Willi reminded that broadcasting public screenings without permission constitutes a serious violation under Article 113 of Law Number 28 of 2014 on Copyright.
“Those who violate this are subject to sanctions under the Copyright Law, with criminal penalties ranging from one to four years and fines between Rp 100 million and Rp 1 billion,” he concluded.
