Aadhaar enrollment ID won't be accepted in lieu of Aadhaar in ITR, PAN application from this date to plug PAN misuse, duplication

Budget 2024 has proposed to discontinue the provisions allowing quoting of the Aadhaar Enrolment ID in place of the Aadhaar number, Aadhaar in ITR, and PAN application from this date to plug PAN misuse and duplication.
When will this be applicable? This amendment will come into effect on October 1, 2024.

What is the existing provision of using Aadhaar enrolment IDAs per the Budget memorandum, “The existing provisions of section 139AA of the Act mandate, inter-alia, that every person who is eligible to obtain Aadhaarnumber shall, on or after the first day of July 2017, quote Aadhaar number
(i) in the application form for allotment of Permanent Account Number(PAN);
(ii) in the return of income.
Further, said section also provides that where the person does not possess the theAadhaar Number, the Enrolment ID of the Aadhaar application form issued to him at the time of enrolment shall be quoted in the application for permanent account number or in the return of income furnished by him.
Why was this provision removed?“The said provisions allow the quoting of an Aadhaar Enrolment ID application form for allotment of PAN or in the return of income, which was introduced in 2017. Since then, as per data available in the public domain, coverage of the Aadhaar number has been increasing and has encompassed the majority of the population in India. Hence, it is imperative to discontinue the option of quoting the Enrolment ID of the Aadhaar application form, as an allotment of PAN against the Enrolment ID may lead to duplication and misuse of PAN," as per the Budget memorandum.
What is the new proposal?
It is proposed that the above-mentioned provision will not apply from October 2024. So, individuals cannot quote Aadhaar enrolment ID in the application form for allotment of a Permanent Account Number (PAN); in the return of income starting October 1, 2024.
Who should notify
It is further proposed that every person who has been allotted a permanent account number based on the Enrolment ID of the Aadhaar application forms shall intimate his Aadhaar number on or before a notified date.
What is Aadhaar? Aadhaar is a 12-digit individual identification number which serves as proof of identity and proof of address for residents of India.
Aadhaar Enrollment ID (EID) is a 28-digit unique identification number assigned to each Aadhaar applicant.
The Aadhaar number is a proof of identity, however, it does not confer any right of citizenship or domicile in respect of an Aadhaar number holder.
