In a significant breakthrough that could pave the way for resolving the four-year-long agitation in the mountainous region of Ladakh, the Leh Apex Body (LAB) and the Kargil Democratic Alliance (KDA) on Friday reached an in-principle understanding with the Government of India on restoring democratic governance in the Union Territory and providing constitutional safeguards on the lines of Article 371 provisions applicable to states such as Nagaland, Sikkim, and Mizoram.
The understanding was reached during a meeting of a subcommittee comprising senior representatives of the LAB, KDA, and the Ministry of Home Affairs (MHA), which deliberated on the future administrative and political framework of Ladakh.
"Things will be worked out in due course of time, but one thing is clear: we have reached a consensus on having a Union Territory with a legislature," Chhering Dorjey, co-convenor of the Leh Apex Body, told The International Business Times, without revealing many details of the meeting.
Although representatives of the agitating groups in Ladakh have maintained a guarded silence, the joint press note issued by the LAB and KDA after the meeting indicates that the Centre and the protesting groups have reached a broad consensus on ending the prolonged agitation.
"LAB and KDA today reached an in-principle understanding with the government of India on restoring democracy in Ladakh and providing constitutional safeguards on the lines of Articles 371A, 371F, and 371G (as applicable to Nagaland, Sikkim, and Mizoram)," the press note stated.
The statement said that the sub-committee comprising senior representatives of the LAB, KDA, and the Ministry of Home Affairs met to deliberate on the future administrative and political framework of Ladakh.
"During the meeting, both LAB and KDAreiterated the long-standing aspirations of the people of Ladakh regarding the restoration of democracy, constitutional safeguards, and the demand for statehood and Sixth Schedule protections, reflecting the shared commitment of all stakeholders towards an inclusive and sustainable governance framework for the region," the statement said.
According to the press note, following detailed and constructive deliberations, both sides arrived at an in-principle understanding on several critical issues. Under the proposed model, legislative, executive, and financial powers will rest with elected representatives through a Union Territory-level legislative body. All bureaucrats in the UT, including the Chief Secretary, will function under the authority of the executive head of the elected UT government, a position proposed to be that of a Chief Minister.
MHA officials reportedly explained that Ladakh cannot be granted statehood immediately because it currently lacks adequate revenue generation to meet expenditure commitments, including employee salaries. However, they assured that the proposed arrangement could eventually pave the way for full statehood once the region meets the required revenue criteria.
The KDA and LAB stated that they look forward to working closely with the MHA to finalise the finer operational details of the proposed framework in consultation with legal and constitutional experts.
The development is being viewed as a major step towards addressing the long-pending demands of the people of Ladakh, who have been seeking greater political empowerment and constitutional safeguards since the region was carved out as a separate Union Territory in August 2019.
The proposed arrangement is expected to provide Ladakh with a democratically elected government vested with substantial powers over governance and administration, a demand that has remained at the centre of public discourse in the region for several years.
The agreement is being seen as one of the most significant political developments in Ladakh since the abrogation of Article 370 and the reorganisation of the erstwhile state of Jammu and Kashmir in 2019. If translated into a formal constitutional and administrative framework, it could mark the beginning of a new chapter in Ladakh's political journey and potentially bring an end to years of uncertainty and sustained public protests over issues of governance, representation, and constitutional safeguards.
