SMC: The Ministry of Education has issued a clarifying statement regarding concerns raised by certain sections of society concerning the School Management Committee (SMC) Guidelines 2026. The Ministry has stated that these guidelines do not apply uniformly to all schools. Their sole objective is to promote better management and transparency within schools; however, misunderstandings have arisen regarding the scope of these guidelines, which have now been clarified.
To Which Schools Do These Guidelines Not Apply?
The Ministry has clarified that these guidelines will not apply to Private Unaided Schools falling under Section 2(n)(iv) of the RTE (Right to Education) Act.
The stipulation is that such schools must not receive any form of financial assistance or grants from the government or any local authority for their operations. In other words, entirely self-financed schools will remain outside the purview of these regulations. Although the guidelines will not be mandatorily enforced, the Ministry has nonetheless stated that such schools are encouraged to constitute a School Management Committee (SMC).
Education Described as a Shared Responsibility
The Ministry of Education has also reiterated that education is not solely the responsibility of the government or the schools; rather, it is a shared responsibility involving the government, schools, parents, and the entire community.
According to the Ministry, strengthening cooperation and dialogue among all stakeholders is crucial for improving the overall functioning of schools, ensuring better management, and guaranteeing high-quality education for children.
