Today, May 13, and tomorrow, May 14, the 8th Pay Commission team in Delhi has initiated direct consultations with various employee organizations affiliated with the Ministry of Defence and the Ministry of Railways. The objective of these meetings is not merely to listen to the employees' demands, but to resolve the complexities surrounding the new pay structure, allowances, and pensions. It is through these consultations that the blueprint will be drafted, based on which the Commission will submit its recommendations to the government regarding salary revisions.
**Proposal to Raise Minimum Salary to ₹65,000**
Employee organizations have placed several demands before the Commission. Foremost among these is the demand to directly hike the minimum basic pay from the current ₹18,000 to ₹65,000. Pensioner and employee bodies from Maharashtra have argued that, in light of rising inflation, such a substantial increase—calculated according to the 'Aykroyd Formula'—has become the need of the hour. They firmly believe that the existing pay structure is proving inadequate in the face of contemporary economic challenges. Furthermore, a strong proposal has been put forward to increase the 'Fitment Factor' from 2.57 to 3.8. This would not only result in a tangible increase in monthly income but also bolster the purchasing power of the employees.
**New Formula for Dearness Allowance**
Employee unions contend that the current Dearness Allowance (DA) system is falling short in effectively offsetting actual inflation. Consequently, a demand is being raised that the revision undertaken every six months should include a guaranteed minimum increase of 4 percent. A major administrative change has also been proposed: as soon as the DA touches the 50 percent mark, it should be automatically merged into the Basic Pay. Should this be implemented, the employees' basic pay would rise, thereby yielding direct benefits in the calculation of their other allowances as well as their future pensions.
**Request to Increase Increment Rates**
Employees have also been quite vocal regarding the annual rate of salary increments. Currently, the annual increment stands at 3 percent, and there is a strong push to raise it to 5 percent. Another technical demand is that when the revised basic pay is calculated, it should be rounded off to the nearest 1,000 rupees. This would make the salary structure more transparent. Additionally, there is a demand to abolish the rule linking the House Rent Allowance (HRA) to the Dearness Allowance (DA). It has been proposed to increase the HRA rates for X, Y, and Z category cities from the current 10%, 20%, and 30% to 12%, 24%, and 36%, respectively.
**Comprehensive Assessment of the Impact on the Exchequer**
The Pay Commission has been allotted a deadline of 18 months to submit its final recommendations. Should the finalization of the main report take longer than anticipated, an 'Interim Report' may be issued to provide immediate relief. No final decision will be taken based solely on the demands put forth. The Commission will closely scrutinize the country's fiscal discipline, the funds available for developmental projects, the salary parity between the government and private sectors, and the potential impact on the exchequers of state governments. The primary objective is to ensure that the wheels of the economy continue to turn smoothly.
