FIR-IIF-I_31682028260047
This matter started from the year 2011. The government had allotted land of village society and private farmers of Chaparghata and surrounding villages (Kripalpur, Bhunda, Rasulpur and Bharatuli) for the thermal plant. When it came to the notice of District Magistrate Kapil Singh that government land had been mortgaged to banks without the government’s permission, he ordered an investigation. The investigation revealed that the companies, in collusion with the officers, had caused revenue loss. After this, an FIR has been registered in Musanagar police station on the complaint of Bhognipur Tehsildar Priya Singh.
There was a proposal to set up a thermal plant
In the year 2011, Himawat Power and Lanco Anpara Power companies were given about 2332 acres of land in 7 villages to set up a thermal power project in Bhoganipur of Kanpur Dehat. According to the terms of the agreement, these companies had to start construction work within 3 years and produce electricity, but even after 15 years have passed, the companies have not done any work there and that government and acquired land is still lying vacant.

These companies committed fraud and violated the terms of the land agreement. The administration also received a complaint that the power companies took a loan of Rs 1500 crore from banks by mortgaging this government land. The companies neither built power plants nor repaid the bank loans.
What came to light in the investigation?
Investigation has revealed that in this entire matter, along with the companies and banks, the then Additional District Magistrate (Land Officer) O.K. Singh also had connivance.
When banks tried to auction this valuable land illegally, the present District Magistrate Kapil Singh took cognizance of it and immediate action was taken on the instructions of Chief Minister Yogi Adityanath. The auction was banned and recorded in the government records.
Presently the price of this land as per circle rate is more than Rs 300 crore, while the market price is much higher than this. On the instructions of the government, a case has now been registered against both the companies, officials of the concerned banks (IDBI, Canara, PNB) and the guilty administrative officers/employees under various sections of forgery and conspiracy in the police station Musanagar.
