The 8th Pay Commission has become one of the biggest discussion topics among central government employees and pensioners across India. After the government officially issued the gazette notification on November 3, 2025, the process of consultations and recommendations formally began.
At present, the commission is collecting suggestions and feedback from employee unions, pensioners’ associations, ministries, and various government departments. The upcoming meetings are being closely watched because they are expected to shape the future salary structure, pension revisions, allowances, and fitment formula for lakhs of employees.
According to government estimates, the 8th Pay Commission could directly impact nearly 1.1 crore people, including around 50 lakh central government employees and nearly 69 lakh pensioners.
Here are the five biggest questions currently surrounding the 8th Pay Commission.
1. What Exactly Is the 8th Pay Commission? The 8th Central Pay Commission is a special body formed by the central government to review and revise:
- Salaries
- Pensions
- Allowances
- Compensation structures
for government employees and pensioners.
India generally forms a new pay commission every 10 years to adjust salary structures according to:
- Inflation
- Economic conditions
- Government expenditure
- Cost of living
The main goal is not only salary revision but also maintaining financial balance between employee welfare and government spending.
2. When Could the New Salary Structure Be Implemented? One of the biggest questions among employees is the implementation timeline.
The government approved the formation of the commission in January 2025, while the Terms of Reference (ToR) reportedly received cabinet approval on October 28, 2025.
The official gazette notification was issued on November 3, 2025, after which the commission formally began functioning.
Important Timeline Related to the 8th Pay Commission| Approval for formation of 8th Pay Commission | January 2025 |
| Cabinet approval for Terms of Reference | October 28, 2025 |
| Gazette notification issued | November 3, 2025 |
| Formal constitution of commission | November 2025 |
| Reference implementation date | January 1, 2026 |
| Deadline for memorandum submissions extended till | May 31, 2026 |
| Expected report submission timeline | Within 18 months |
Experts believe the commission may submit its final report around May or June 2027.
However, many employees expect the revised salary structure to be considered effective from January 1, 2026.
3. Will Employees Receive Arrears?Another major question is whether employees will receive arrears if implementation gets delayed.
Reports suggest that if the government approves the revised pay structure after 2026, employees may still receive salary arrears calculated from the reference date.
This has raised hopes among central government employees and pensioners who are waiting for salary revision benefits.
However, no final official confirmation regarding arrears has been announced yet.
4. Why Is the Fitment Factor So Important? The fitment factor remains one of the most discussed topics in every pay commission.
It is the formula used to convert existing basic pay into revised salary under the new structure.
In the 7th Pay Commission, the fitment factor was fixed at 2.57.
For the 8th Pay Commission:
- No official fitment factor has been finalized yet
- Employee unions are demanding a significantly higher multiplier
- Salary revision estimates currently depend heavily on fitment expectations
Several employee organizations have reportedly demanded stronger salary revision formulas considering inflation and rising living expenses.
The fitment factor will eventually determine how much actual increase employees may receive in their monthly salaries.
5. What Will Happen to Pension and DA?The government has already indicated that pensions will also be revised under the 8th Pay Commission framework.
Another major area of discussion is Dearness Allowance (DA).
Traditionally, whenever a new pay commission is implemented:
- Existing DA gets merged into basic salary
- DA calculation resets to zero
- Fresh DA accumulation begins afterward
However, no final decision regarding DA structure under the 8th Pay Commission has been announced yet.
Pensioners are also closely watching developments because pension calculations are usually revised alongside salary restructuring.
Who Will Benefit From the 8th Pay Commission? The 8th Pay Commission is expected to benefit:
- Central government employees
- Railway employees
- Defense personnel
- Central pensioners
State government employees may also benefit later if individual state governments decide to adopt the recommendations.
Historically, many states have implemented pay commission recommendations with certain modifications according to their financial conditions.
Commission Leadership and Ongoing DiscussionsThe commission is reportedly headed by former Supreme Court judge Justice Ranjana Prakash Desai.
Professor Pulak Ghosh has been appointed as part-time member, while Pankaj Jain is serving as member secretary.
The commission’s office is functioning from Chandralok Building in New Delhi.
Employee Unions Can Still Submit SuggestionsThe government has allowed employee unions and organizations to submit memorandums and recommendations regarding salary revision demands.
The deadline for submitting suggestions has reportedly been extended till May 31, 2026.
The commission is expected to consider factors such as:
- Family expenses
- Inflation
- Education costs
- Medical expenses
- Housing and daily living costs
before finalizing the new salary structure.
As discussions continue, lakhs of employees and pensioners across the country are now closely waiting for clarity on salary hikes, fitment factors, pension revision, and possible arrears under the 8th Pay Commission.
