Tamil Nadu witnessed a historic political shift on Sunday morning as C. Joseph Vijay officially took oath as the 13th Chief Minister of the state. The swearing-in ceremony took place at Chennai’s Jawaharlal Nehru Indoor Stadium, where Governor Rajendra Vishwanath Arlekar administered the oath of office to Vijay along with nine members of his cabinet.
The atmosphere at the venue turned electric as thousands of supporters erupted in celebration while the actor-turned-politician stepped onto the stage and addressed the public for the first time in his new role as chief minister.

Despite his immense popularity as a film star, Vijay struck a humble and grounded tone during his speech, insisting that he did not view himself as a larger-than-life figure. “My dear people, my own family I am not some divine messenger or prophet. I am just an ordinary human being living a normal life. I will never deceive you with false promises. I will only promise what is possible,” he said.
Vijay’s promises ‘White Paper’One of the most significant announcements made by C. Joseph Vijay during his first address as Chief Minister focused on the financial condition of Tamil Nadu. Taking aim at the previous Dravida Munnetra Kazhagam (DMK) government, Vijay claimed that his administration was inheriting a severe fiscal crisis.
“I have taken up this responsibility with the unbearable burden of over ₹10 lakh crore debt. We will release a white paper for a transparent government, informing the public about the current state of Tamil Nadu,” he said during the speech.
Vijay further stressed that transparency and accountability would remain key pillars of his government. According to him, the proposed white paper would provide citizens with a clear and detailed picture of the state’s financial health and the economic challenges facing the new administration.
CM #Vijay: We have more than ₹10 lakh crore in loans.. Treasury is wiped clean.. It’s a burden that cannot be carried.. We need to examine what is there & what is not there.. So, I want to release a “Vellai Arikkai” (Report).. A transparent government..🤝 pic.twitter.com/L79XaxqEBD

A ‘white paper’ in politics and governance is an official report released by a government to explain a particular issue in detail, usually with facts, data, financial records, and policy information.
In this context, C. Joseph Vijay said his government will release a white paper on Tamil Nadu’s finances. That means his administration plans to publicly present the state’s actual economic condition, including debt levels, spending, liabilities, revenue status, and other financial challenges inherited from the previous government.
Apart from Vijay’s party members, Rahul Gandhi and Trisha Krishnan were also present at his oath-taking ceremony.
