Delhi AIIMS
In recent times, it has been seen that a large number of doctors are leaving New Delhi AIIMS and going to other institutions. It is alleged that despite repeated instructions issued by the Ministry of Health and Family Welfare, the AIIMS administration is adopting an indifferent attitude in implementing them. Some doctors say that now the atmosphere in AIIMS is not the same as before and the administrative work system has become such that they are being forced to leave.
According to sources, for the last few years, serious questions have been raised regarding irregularities in the admission, transfer and discharge process of patients in some departments of AIIMS. It is being told that these irregularities were affecting patient care, departmental audits and even hospital census. Sources claim that Dr. A.K. Bisoi had raised the demand for fixing accountability in these cases and also brought these issues to the notice of the then Director Dr. M. Srinivas.
The nurse accused
There are some cases in which doctors allege that they are forcibly involved in different cases. Heart surgeon Dr. A.K. A case related to Bisoi has come to light. It allegedly started with a grievance letter given by a female nurse of the cardiology department, in which she herself had mentioned that she was not able to work smoothly and hence had requested for her transfer.
Sexual harassment charges dismissed
It is alleged that instead of addressing this grievance at the administrative level, the AIIMS administration, through the AIIMS Nurses Association, appointed the country's renowned cardiac surgeon Dr. A.K. Initiated an investigation into the allegations of sexual harassment against Bisoi and referred the matter to the Internal Complaints Committee (ICC) of AIIMS. However, the Internal Complaints Committee (ICC) in its report on 23 October 2025 rejected the allegations of sexual harassment.
Question on administrative transparency
Sources say that the responsibility of related administrative and computer based work was with the same female nurse, after which questions were raised regarding the departmental functioning and care of patients. According to sources, for this reason the said nurse had submitted her transfer request and complaint expressing her inability to handle the pressure of work. Some sources also believe that the charges against Dr. Bisoi were unnecessarily escalated in order to divert attention from the serious administrative and patient-interest related issues raised by him and to suppress the case, thereby keeping the entire case embroiled in controversy for a long time. This entire incident has raised serious questions on the administrative transparency and accountability of the institute.
Questions raised on NCST review meeting
Sources are also claiming that some influential groups are trying to handle the whole matter in their own way. Recently, questions are also being raised regarding a review meeting of NCST held at AIIMS Delhi on March 10. It is alleged that the minutes of the meeting have not been made public, nor have they been uploaded on the NCST website yet, nor have they been made available to all the parties involved in the meeting.
Sources also believe that in the instructions issued by the Health Ministry on 31 December, 23 February and 15 April, Dr. Bisoi was asked to continue working as the Head of the CTVS Department and to take immediate action in this regard and submit a status report. It is being told that despite these instructions, non-compliance was taken seriously by the Health Ministry. According to discussions, the removal of the then Director of AIIMS Delhi, Dr. M. Srinivas from the post of Director and making him a member of NITI Aayog is also being linked to this development. However, no clear comment has come out in this regard at the official level.
