Chief Minister Yogi Adityanath said that Uttar Pradesh has now become a revenue surplus state. Big projects like Ganga Expressway have been completed without loans. Due to better financial management, transparency and discipline, the economy and employment of the state has increased.
Lucknow. Chief Minister Yogi Adityanath said that today Uttar Pradesh has the ability to complete big infrastructure projects with its own resources. Giving an example, he said that the construction of about 600 km long Ganga Expressway was completed without bank loan, on which more than Rs 36,000 crore was spent. Along with this, 9 industrial and logistics hubs are being developed along the expressway, for which about 7,000 acres of land has been taken. More than Rs 42,000 crore has been spent on the entire project so far.
'Sick' image before 2017, now economic strength
The CM said that before 2017, the state was considered a 'sick' state and no bank was ready to give loans. But now UP has become a 'revenue surplus state'. He said that this change has been possible due to better financial management, discipline and strategy to increase resources.
'Bank officers did not even answer the phone'- CM Yogi
Yogi Adityanath said that after the formation of the government in 2017, the situation was very difficult. The state treasury was empty and bank officials were not even ready to answer the phone. In such a situation, the government decided to strengthen its resources instead of relying on external loans. He said that if financial discipline was not maintained and expenditure was uncontrolled, today the state would have been burdened with huge debt.
Economy grew due to strong financial structure
CM said that the officers related to Finance Department, Local Accounts and Panchayat Accounts together prepared a strong financial structure. The result was that the state's economy, per capita income and budget grew three times. He also said that many banks and institutions themselves were ready to provide funds for the Ganga Expressway, but the government made it clear that now UP is self-reliant.
Questions raised on JPNIC project
Giving the example of Jaiprakash Narayan International Center (JPNIC), started during the Samajwadi Party government, the Chief Minister said that its cost increased from Rs 200 crore to Rs 860 crore, yet the project is incomplete. He called it an example of financial mismanagement and indiscipline and said it was a misuse of public money.
Big increase in excise revenue
CM said that before 2017, the state used to earn Rs 12 thousand crore from excise, which has now increased to Rs 62-63 thousand crore. He said that this growth has been possible by stopping leakages and bringing transparency.
Financial discipline necessary for self-reliance
Yogi Adityanath said that financial discipline and effective management is very important to become self-reliant. From Gram Panchayat to Municipal Corporation, all the institutions are the cornerstone of development. He stressed that it is necessary to teach financial discipline to local bodies and internal audit has an important role in this.
Transparent recruitment process and 'zero tolerance' policy
CM said that the current recruitment process is completely transparent and there is no recommendation of any kind in it. He said that the selection process is so confidential that even high level officials cannot interfere in it. He said that the government's policy is of 'zero tolerance' towards crime and corruption.
Allegations of irregularities in recruitment before 2017
Yogi Adityanath said that earlier paper leaks and recommendation culture were common. Many times, more people were recruited than the posts, which led to increasing disputes and court cases. Now all sections are getting equal opportunities on the basis of merit.
Increase in employment and women participation
CM said that till now more than 9 lakh government jobs have been given in the state. Of the 371 auditors selected recently, 78 are women and 25 out of 129 are women. He said that about 3 crore people have got employment in the MSME sector and youth and women are being promoted through various schemes.
