Uttar Pradesh Chief Minister Yogi Adityanath on May 1 outlined a series of measures aimed at expanding welfare, health coverage, and social security for workers, while addressing the “Shramveer Gaurav Samaroh 2026” held in Lucknow. The programme also included the inauguration and foundation-laying of several labour welfare initiatives. During his address, the Chief Minister stated that over 12.26 lakh construction workers in the state have already been linked with health coverage under Ayushman Bharat, which provides annual medical support of up to ₹5 lakh per family. He added that the remaining 15.83 lakh registered workers are expected to be covered in the coming phase. Officials indicated that the initiative could extend benefits to several crore individuals when family members are included.
The Chief Minister also highlighted the expansion of healthcare infrastructure for workers. At present, 116 ESIC dispensaries are operational across 41 districts, with plans to extend services to the remaining districts. Proposals for dedicated ESIC hospitals in industrial regions such as Greater Noida and Gorakhpur were also mentioned, alongside directions to improve access to healthcare through existing public health centres. In addition to health initiatives, the government outlined steps to improve living and working conditions for labourers. Plans include the construction of worker dormitories equipped with basic facilities such as canteens, sanitation, and security systems. Officials also noted that policy adjustments are being considered to ensure residential facilities near industrial areas.
The administration also emphasised enforcement of wage payments, stating that employers must ensure timely compensation for work. Authorities indicated that strict action would be taken in cases of non-payment or disputes. The formation of a wage board has been proposed to review and standardise pay structures across sectors. Other measures discussed included expansion of social security schemes such as pension coverage, accident insurance, and access to subsidised food distribution. The Chief Minister also referred to programmes related to education, including residential schools for children of workers, and employment generation through industrial growth. Officials said that the initiatives are part of a broader effort to link labour welfare with economic development, while maintaining industrial stability and improving working conditions across sectors.
