New Delhi, 27 April 2026: Telecom Regulatory Authority of India (TRAI) has today released an important consultation paper on “Proliferation of Public Wi-Fi Networks in India”. The main objective of this initiative is to accelerate the growth of public Wi-Fi infrastructure across the country and address the challenges faced in this area.
In this paper released by TRAI, the public Wi-Fi ecosystem of other countries and the best practices there have been studied. The current status of public Wi-Fi in India, its deployment trends and data demand patterns are also assessed. The organization has identified key issues that are currently hindering the spread of Wi-Fi in the country.
The consultation paper examines the role of central and state governments, local bodies, telecom companies (TSPs/ISPs) and private organizations in developing Wi-Fi models in rural areas, urban centers and public places. Additionally, emphasis is also placed on technical issues such as authorization, authentication, roaming, and billing systems in the public Wi-Fi ecosystem. The paper also includes an analysis of appropriate direct and indirect revenue models for long-term sustainability of public Wi-Fi services in the Indian context. Its objective is to create an economically viable model for service providing organizations.
