Deadline extended till 31st December
The Department of Telecommunications (DoT) has delayed the implementation of SIM binding rules due to technical reasons.
Earlier, these guidelines were to come into effect from March 30.
Now companies have been given time till December 31 to comply with the new rules.
What is SIM binding?
SIM binding requires messaging apps to work only when they’re linked to an active SIM card in the device.
If this were implemented, users would not be able to use apps like WhatsApp or Telegram without a SIM.
The web versions of these apps automatically log out after a set time (about six hours).
Apple raised technical concerns
Apple Inc. Had raised objections on SIM binding guidelines.
The company had cited technical limitations in implementing such rules on different devices and platforms.
In view of these concerns, the government decided to delay its implementation.
Why were these rules brought?
DoT had issued these instructions on November 28, 2025 keeping in mind the app-based communication platform.
Its purpose was to remove a major security flaw.
Cyber criminals were misusing accounts that remained active even after the SIM card was removed; Often they used them for large-scale digital fraud.
